Russia or Kyrgyz Republic which one is better in a limited budget ?

I am from India, I am considering to enter medical college or university in Russia or Kyrgyz Republic (Kyrgyzstan).Please help me decide.I have budget of 2-3 lac INR or 4,000 - 5000 USD per year, I have to manage tution fee, accomodation, food everything in this budget.Please any good university and all the relevant information about that, espacially
Medical Faculty, Osh State University,
Medical Faculty Jalalabad State University Kyrgyzstan and
Smolensk or Tver state Medical Academies ?
